Project Overview
Whelans Group is delivering the construction of overtaking lanes along the Princes Highway West near Garvoc as part of ongoing upgrades to improve safety and traffic flow along this key regional corridor.
Delivered within a live highway environment, the project has involved extensive earthworks, drainage and pavement construction, supported by coordinated traffic management and in-house delivery capability. With earthworks now complete, the project has entered the pavement construction phase and remains on track for completion in December 2026.
Delivery Highlights

Stormwater drainage installation completed
Pavement construction progressing across both overtaking lane sections
Controlled traffic staging maintained throughout construction
Coordinated delivery supported by Whelans Group's in-house workforce and plant fleet
On schedule for completion in December 2026
Current Progress
The project has achieved several key milestones, including completion of vegetation clearing, bulk earthworks and stormwater drainage infrastructure. Pavement construction is now the primary focus, with Class 4 pavement works substantially complete and Class 3 pavement installation underway.
Works continue to progress safely within the live highway environment, with temporary traffic conditions in place to support construction activities while maintaining network operations.
Project Significace
This project further strengthens Whelans Group's delivery of major transport infrastructure projects across regional Victoria and reinforces our ongoing partnership with the Department of Transport and Planning in delivering safer and more efficient road networks.
Expected Outcome
