Established in 1975, Whelans Group has grown from a regional contractor into a vertically integrated civil infrastructure delivery partner working across Victoria’s transport, utilities and development sectors.

Our focus is the safe, reliable delivery of infrastructure in complex environments—particularly within live corridors, constrained sites and environmentally sensitive conditions. By combining construction, materials supply, haulage and traffic management, we provide greater control over programme, cost and quality across every stage of delivery.

Our History

Whelans Group was established in East Gippsland in 1975, built on a commitment to reliability, practical delivery and long-term relationships. From the outset, the business earned its reputation by doing the fundamentals well—delivering safely, following through on commitments and supporting clients across regional Victoria.

Building a Regional Foundation

For decades, Whelans operated across East Gippsland and surrounding regions, delivering earthworks, road construction, quarry operations and haulage to support local development.

Working in remote and often challenging environments required adaptability, efficient logistics and strong decision-making on the ground. These early conditions shaped a practical, responsive approach to project delivery—one that continues to underpin the business today.

Expanding Capability and Scale

As infrastructure demand across Victoria grew, Whelans invested in building a broader and more integrated capability.

To support more complex delivery, the business expanded into:

  • Company-owned plant and heavy civil equipment

  • Quarry operations and materials supply

  • Internal heavy haulage capability

  • Governance systems and technical expertise

This allowed Whelans to take on larger and more complex projects, including major road construction, geotechnical remediation, rail corridor works and performance-based maintenance contracts.

Appointment to the VIDA (formerly MRPV) Construction Panel reflects the business’s capability, governance maturity and proven delivery performance. Projects delivered under these frameworks demonstrate the ability to operate safely and efficiently within live corridors, environmentally sensitive environments and programme-critical conditions.
