Cobden–Stonyford Road Upgrade

PRINCIPAL: VIDA ROADS (FORMERLY MAJOR ROAD PROJECTS VICTORIA)
Delivery Period: December 2025 – April 2026

Project Overview

Whelans Group delivered targeted road upgrades along Cobden–Stonyford Road, improving safety, durability and reliability for a key regional freight route supporting the dairy industry.

The project formed part of the Dairy Supply Chain Upgrades program and involved coordinated pavement rehabilitation and safety improvements within a live rural corridor.

Works were staged to maintain access for freight, agricultural operators and local road users throughout delivery.

Scope of Works

  • Pavement rehabilitation including stabilisation, reconstruction and shoulder widening (approximately 2.7 km)

  • Driveway construction, clearing and bulk earthworks

  • Drainage upgrades and water management improvements

  • Installation of guard fencing and roadside safety barriers

  • Relocation of existing services

  • Traffic management within a live corridor

  • Installation of new signage and pavement markings

  • Site preparation, clean-up and removal of surplus materials

Safety Enhancements

As part of the broader safety program, works included:

  • Pavement and shoulder widening to improve road safety

  • Road resurfacing and batter treatments

  • Improved drainage systems

  • Installation of safety barriers across key risk locations

Delivery Highlights

  • Coordinated delivery within a live rural corridor

  • Integration of pavement, drainage and safety upgrade works

  • Strong collaboration across Whelans crews, subcontractors and traffic management teams

  • Controlled staging to minimise disruption to local traffic and freight movements

  • Successful delivery within a key agricultural region supporting dairy supply chains

Challenges

  • Maintaining access for freight and local road users during construction

  • Coordinating multiple work types within a constrained road corridor

  • Managing delivery across variable rural and environmental conditions

  • Maintaining program certainty across staged works

Outcome

The Cobden–Stonyford Road Upgrade reached a key milestone with the road reopening to traffic following completion of major works.

All primary construction activities—including pavement rehabilitation, drainage works and safety upgrades—were completed under controlled staging conditions, with final finishing works continuing during project close-out.

The upgraded corridor now provides improved safety, durability and performance for road users, supporting more reliable freight movement and strengthening regional infrastructure.
